Who on my team can refund
Short answer
Your owner, administrators and support can refund a payment. Developers, analysts and viewers cannot, and the dashboard does not show them the button.The roles

The same applies to releasing or charging a hold, and to the Refund in full button on a review.
If you need someone else to refund
Your owner or an administrator can change their role under Settings → Team. Team roles lists what each role can do.
For your developer
A full secret API key can refund too. A developer cannot create a live key wider than their own role, so they cannot use one to refund live payments.
